To further confuse the issue of reading levels, when my child was professionally tested her oral reading level was reported at grade level 4.6, but her comprehension (after silent reading) was at grade level 6.6.
Probably the easiest ways to determine if a book is at an appropriate reading level for your child is the 'five finger rule.' Have the child begin reading a chapter, and put down one finger each time he struggles with a word.
But be aware that this tests only the level of words that your child can sound out, not his or her comprehension level.

Although my Estimates of Levels of Giftedness are relevant to children in the upper one-third or so of a typical classroom, differences of a similar magnitude occur throughout the range of learners who are generally in the lowest third of many classrooms.
Level Two children have the ability to do accelerated coursework almost from the time they enter school, take advanced placement courses and hold leadership positions, are capable of getting into competitive colleges and universities, and often go on to some form of graduate school.
Although many Level Two children are excellent students, a number of them may resist typical school expectations and achieve less than they are capable of achieving due to the discrepancy between their learning ability and that of the majority of their same-age classmates.

Students from 41 nations, including our country's major trading partners, were tested at three different grade levels (fourth, eighth, and in the final year of secondary school) to compare their mathematics and science achievement.

Students who have completed all ten levels will be reading, spelling, and doing basic writing at the mid-ninth grade level.
Each level has a post-test that you can use as a pre-test to determine whether a new student may have already mastered those skills and can therefore skip that level (or can skip a few lessons within a level).
It’s wonderful to see a child progress from being the worst speller in the class in third grade, to being an average speller in fourth grade, to being a superstar in fifth grade – and be able to explain to the teacher exactly why a word is spelled that way.

Teachers who wish to level books from puplishers such as Rigby, Celebration Press or Wright Group etc. can usually find levels for those books on the puplisher's website or in their catalogue.
Grade levels are not the important factor in choosing a book.
Many of the levels for these books have been included in books written by Gay Sue Pinnell and Irene Fountas, who are highly respected reading consultants in the eduacation field.
