My advice is to consider that in the bigger picture, salary differentials students with and without graduate degrees over the course of a career can be significant and that unemployment among students with graduate degrees is lower than among those without.
If a department has a fantastic record of placing students in prestigious jobs but can only graduate and place 30% of their students, your chances might be better at a university and department with a strong commitment to ensuring high completion rates and with a strong track record of alumni job placement.
Some degrees/job market ratios fluctuate -when shortages in one field are widely publicized, students may flock to graduate programs in that field and by the time they graduate (7-8 years later) there may be a downturn in the sector and/or a surplus of Ph.D.s.
