Gralik says he never considered why Degra wanted such highly refined kemocite, only that it was going to be greatly beneficial to the settlement — that perhaps he was blinded by greed, so never considered that a weapon could be the final product.
Gralik explains that he always trusted Degra, and believed when he was told that the kemocite was for research purposes.

The turning point comes when Archer accuses Gralik of being complicit in the 7 million dead on Earth, and Gralik responds, "You burst into my home, show me some twisted piece of metal, and tell me it proves I'm a mass murderer?" These discussions are the show's true selling point.
Gralik, in fact, is disturbed upon learning about the Xindi's initial strike on humanity.
It is a measure of the level of trust that Gralik and Archer are able to reach that Gralik ultimately takes Archer's word over those of his Xindi customers.

Gralik doesn't get quite enough development to become a great character like Captain Dathon from TNG's "Darmok", but he has some lovely moments professing horror at the mass murder on Earth and throwing a tantrum to get Degra out of his hair to buy himself time to sabotage the kemocite.

With Gralik's departure, board member Fred McNulty said the city might realize some savings by hiring another consultant for projects on Evans Avenue, Franklin Street and Marks Road.
