The county commissioners were to bring to the attention of the court any cases of incorrigible children where the parents were unable, unwilling, or negligent in controlling the child.
In 1981, the county was relieved of the responsibility for the dependent poor, and in 1987 was also relieved of responsibility for the indigent sick.
As of 1897 it was the duty of the county commissioners to provide for transporting all books and records from the mining recorders to the county recorders where after receipt of a petition from at least one hundred miners, the information was to be copied with the originals returned.

The Court was to audit and settle all claims against the county, and to audit and settle accounts of any collector of county revenue, taxes, or income payable into the county treasury.
The County Court was authorized to appoint a quarantine physician and in conjunction with him, the Court then constituted a board of quarantine.

There were a few white settlers in the county before 1879 but the first group to settle in the area were the 230 Mormon pioneers who first arrived in Bluff via the famous Hole-in-the-Rock trail on 6 April 1880.
As the full-scale settlement of the county progressed some of the pioneers moved from Bluff and helped to settle Blanding and Monticello where they were able to dry farm and ranch and didn't have to deal with the floods and drought in Bluff.
