The fleet was based at Wilhelmshaven in the Jade estuary, and commanded by Admirals Friedrich von Ingenohl (1913–1915), Hugo von Pohl (1915–1916), Reinhard Scheer (1916–1918), and Franz von Hipper (1918).
It posed such a threat to the Royal Navy's control of the seas around Britain that required the British Grand Fleet to remain concentrated in the North Sea for the duration of the war, even as many urgent tasks in other theatres of war went undone for lack of ships.
The High Seas Fleet was outnumbered three to two by the British Grand Fleet; however, during some periods in the first year of the war an equalization of forces was almost achieved not by Germany's will but by the British dispersal of ships to numerous other parts of the world.

At the height of the July Crisis the commander of the core of Britain's Royal Navy - the vast Home Fleet - Sir George Callaghan, was instructed to move the fleet to its wartime port at Scapa Flow in the Orkneys.
During wartime the Grand Fleet was used as a means of imposing a naval blockade upon Germany; it was sufficiently effective to produce official complaints from the U.S. government who saw naval trade links with Germany plummet in value as the blockade increasingly took hold.
Given the enormous importance and prestige of the Grand Fleet its wartime commanders, Jellicoe and Admiral Sir David Beatty, proved reluctant to risk it in battle especially given the ever-present German U-boat threat, aside from the inconclusive Battle of Jutland of 31 May/1 June 1916 which was overseen by Jellicoe.

The Grand Fleet operating with prior warning and good signal intelligence was ideally placed to bring at least part of the High Seas Fleet to action, but sadly the Admiralty failed to assimilate information correctly and passed on misleading, if not downright inaccurate, information.

As can be seen in this picture of the Grand Fleet at sea, a lot of smoke is given off under normal steaming, under battle conditions with higher speeds, gun smoke and shell splashes it takes little imagination to appreciate the problems of hitting a moving ship miles away.
The Germans realised that they were likely to lose a full fleet battle and so determined to even the odds by luring smaller parts of the Grand Fleet into traps to eventually bring about equality with the British, at which point they felt confident they would defeat them.
