Grand lodges in the United States withdrew their recognitions of the GOF after 1868, when the GOF recognized a masonic group called the "Supreme Council of the A. and A.S. Rite of the State of Louisiana," which was not recognized by the Grand Lodge of Louisiana.
Every grand lodge is recognized by some grand lodges, so does this mean every lodge that complies with the rules of any grand lodge is "regular?" Almost every attempt to find a clear definition of a "regular" lodge or grand lodge leads to such complexity that the word confuses rather than clarifies discussions.
If these Grand Lodges and hence their constituent Lodges are working in amity, and both are worthy of recognition in all other respects, this joint occupation of a country, state or political subdivision should not bar them from recognition.

Chapter 8: Templars in the Corona de Aragon
Whichever of the central authorities appointed provincial masters, it would be expected that the post would usually be given to a Templar who had served in the East and was known to the Grand Master and the leading officials of the Order; and it can be seen that this was certainly done in some instances.
The masters of some provinces had to lead their men in the field, while the obligations owed by the western provinces inevitably meant that a provincial master's responsibility was to the Grand Master rather than to the brothers of his province.
A provincial master might, however, be summoned at other times to give counsel on particular issues: Berenguer of Cardona was once ordered to go to Cyprus to discuss the recovery of the Holy Land, after Clement V had written to the Grand Master on the subject.

The war was still on, and the difference between Right and Left, in politics which had split France, was violently on the surface: and it became soon clear to observers whose judgement was not affected by ecclesiastical titles that Roncalli’s innate sympathies were with the Left.
