Grand Moff Tarkin is Governor of the Imperial Outland Regions, and a dreaded servant of Emperor Palpatine.
Tarkin's conception of the battle station's use is as a grand weapon of intimidation and fear: "Rule through the fear of the force," he observed, "rather than through force itself." The mere existence of the Death Star would cow into submission the widely-scattered star systems too disparate to police effectively with armed presence.
Tarkin wastes no time in committing his evil creation to this mission, as he selects Princess Leia's home planet Alderaan to be destroyed by the Death Star as a horrific example of absolute Imperial might.

Tarkin, it seemed, was not intimidated by Vader, not even consulting him in ordering the destruction of Alderaan, which was intended as a show of military might to cow the Rebellion.
Tarkin could technically give Vader orders, such as commanding him to release Admiral Motti from a Force choke, but their professional relationship was largely uncomplicated by formal rank, as they both essentially ran the Empire's day-to-day operations.
Tarkin was once on a trip to the Imperial Training Center of Carida, where he wanted to find a brilliant young tactician who was responsible for new training methods and other sorts of things for the Empire.

Grand Moff Tarkin - Uncyclopedia, the content-free encyclopedia
Grand Moff Wilhuff "Abe" Tarkin, aka Grandma Tarkin,is widely regarded as the worst civil servant ever in the history of the British Empire, and a textbook example of the weaknesses of the civil servant administrative system that the Empire used to replace its parliament of elected representatives.
Unlike elected politicians, who have to at least pretend to pretend to care about the concerns of the people, civil servants are directly appointed by the government and can do whatever they please, which usually boils down to perpetuating the system so they can collect their pensions at the end of their service.
Tarkin also suffered from a nervous complex, and would frequently bite his nails instead of using a clipper like a proper fellow should.

Grand Moff Tarkin Conceptual Presentation Photo: Not only was the idea of a Bantha toy kicked around at Kenner during the waning days of their Star Wars product line, that of a Grand Moff Tarkin figure--everyone's choice as the winner of the "gee-I-wish-they-had-made-that-figure" pageant--apparently was as well.
Rather, we are left with this presentation piece--consisting simply of what appears to be a mounted photo of Peter Cushing, and the hand-printed title "Grand Moff Tarkin"--as one of the very few pieces of evidence that the figure may have indeed been considered for a post-POTF release.
Much of the information regarding the Tarkin concept, as well as the existence of other unproduced conceptual material, was first brought to light by collecting guru, Steve Sansweet, who covered these concepts and prototypes in issue #2 of Star Wars Galaxy Magazine.
