Grand Lodges and Grand Orients are independent and sovereign.
Grand Lodges that are recognized by the United Grand Lodge of England and "liberal" Grand Orients that are recognized by the Grand Orient de France.
The Grand Masters of both the Moderns and the Antients Grand Lodges called on the Prime Minister William Pitt, (who was not a Freemason) and explained to him that Freemasonry was a supporter of the law and lawfully constituted authority and was much involved in charitable work.

Every grand lodge is recognized by some grand lodges, so does this mean every lodge that complies with the rules of any grand lodge is "regular?" Almost every attempt to find a clear definition of a "regular" lodge or grand lodge leads to such complexity that the word confuses rather than clarifies discussions.

 CATHOLIC ENCYCLOPEDIA: Masonry (Freemasonry)
Quite recently many Grand Lodges of the United States refused to recognize the Grand Lodge of Switzerland as a regular body, for the reason that it entertains friendly relations with the atheistical Grand Orient of France.
The Grand Orient party considers it indispensable and an infallibly sure way to the final establishment of the universal social republic and of the pretended world peace, as they fancy them, and of the glorious era of human solidarity and of unsurpassable human happiness in the reign of liberty and justice.
Captivated by the Grand Orient party on 3 June, 1906, the Federation of the eight German Grand Lodges, by 6 votes to 2, decreed to establish official friendly relations with the Grand Lodge, and on 27 May, 1909, by 5 votes to 3, to restore the same relations with the Grand Orient of France.

When France fell last June, the Vichy government caused the two Masonic bodies of France, the Grand Orient and the Grenade Loge to be dissolved, their property being seized and sold at auction.
But in its present form, Freemasonry originated in England, probably in the Seventeenth Century, while the first Grand Lodge was founded in London in 1717 and the regulations, by-laws and constitutions of Masonry were laid down in what is known as Anderson's Constitutions in 1722-23.

Giosue Carducci: 19th Century Poet, Statesman, and Satanist
It was a time of revolution in Italy as Republicans, inspired and assisted by revolutionary France, struggled to throw off the old tyrannical Hapsburg order and unite and democratize Italy’s many separate feudal states and kingdoms.
In contrast to the overtly theistic and even Christian flavor to be found among German and Anglo-American Freemasons at the time, French and Italian masonry both adopted a much more pan-religious, nearly overtly atheist tone.
Like Masons everywhere, they too used the term “Grand Architect of the Universe” to refer to the “creator.” For many of the more sharp-witted Italian and French Masons, however, it had a very different meaning.
