Grassroots democracy - Wikipedia, the free encyclopedia
Grassroots democracy is a tendency towards designing political processes where as much decision-making authority as is practical is shifted to the organization's lowest geographic level of organization.
To cite a specific hypothetical example, a grassroots national organization, such as an NGO, would place as much decision-making power as possible in the hands of a local chapter instead of the head office.
As such, grassroots organizations exist in contrast to so-called participatory systems, which tend to allow individuals equal access to decision-making irrespective of their standing in a local community, or which particular community they reside in.

RenewAmerica Handbook - How the Grassroots Works
At the same time, many at the grassroots are inseparable in the public mind from the highest levels of political power, because of their effectiveness in influencing elected officials to change public policy.
Unfortunately, the grassroots remain largely dormant, due to the fact that even principled political leaders have never learned to fully inspire the grassroots to meaningful action and enlist their full help.
Because "the grassroots" is mainly an attitude that centers in wanting to preserve freedom, those who wish to mobilize the grassroots for a particular cause must respect and even nurture the attitude of freedom and creativity that is the very reason those at the grassroots are involved in the cause in the first place.

311 : Grassroots - Listen, Review and Buy at ARTISTdirect
Perhaps one of the 1994's most underrated releases, Grassroots artistically ignores corporate rock's temptations of conformity, which consequently threaten the possibility of mainstream airplay.
While Grassroots lacks any hit-worthy singles, it does offer plenty of highlights including the rhythmically eclectic "Omaha Stylee," the desirous sing-along "8:16 A.M.," and funky hip-hop/rock hybrid "Applied Science." The album's remaining tracks prove equally essential as they individually piece together the Grassroots puzzle, which combined provides a splendid overview of 311's signature diversity.
Despite the less-refined outturn, Grassroots remains 311's finest moment artistically, and listeners of Red Hot Chili Peppers, Sublime, and Rage Against the Machine will find this CD an indispensable addition to their music collections.
