Great Council of Chiefs (Fiji) - Wikipedia, the free encyclopedia
The Great Council of Chiefs (Bose Levu Vakaturaga in Fijian) is a constitutional body in the Republic of the Fiji Islands.
The Great Council of Chiefs is established under Section 116 of the 1997 Constitution, but it actually predates the Constitution by many years, having been established by the British colonial rulers as an advisory body in 1876, two years after the United Kingdom had annexed Fiji.
In June 2004, the Great Council of Chiefs was plunged into crisis when the government decided not to reappoint Ratu Epeli Ganilau as one of its six representatives on the Great Council; the Cakaudrove Provincial Council did not give him one of their three seats either.

Constitution of Fiji: Chapter 8 - Wikipedia, the free encyclopedia
This chapter, the shortest in the Fijian Constitution, stipulates that the Great Council of Chiefs, or Bose Levu Vakaturaga in Fijian, originally established under the Fijian Affairs Act, continues in existence, and that its membership, functions, operations, and procedures are as prescribed by that act.
The Great Council of Chiefs is a very old body, which has its roots in the chiefly councils established by Ratu Seru Epenisa Cakobau in the 1800s.
With increased political representation being granted to Indo-Fijians, the chiefs felt they needed the security of having the Great Council enshrined in the constitution, and not merely in a legal document that could be amended at the whim of politicians.

Fiji, endowed with forest, mineral, and fish resources, is one of the most developed of the Pacific island economies, though still with a large subsistence sector.
The population of Fiji is divided almost equally between native Fijians, a people of mixed Polynesian and Melanesian ancestory (51%), and Indo-Fijians (43.7%), descendent of Indian contract laborers brought to the islands by the British in the 19th century.

 CNN.com - Backgrounder: Fiji's Great Council of Chiefs - March 1, 2001
Fiji's Great Council of Chiefs consists of 49 traditional chiefly rulers and is the highest institution in the indigenous Fijian hierarchy.
But when the Council approved the establishment of a 12-member constitutional commission last August to frame a new constitution, it effectively withdrew its endorsement of the 1997 constitution.
Earlier this year, Navosa high chief Adi Kuini Speed, who was deputy prime minister and minister for Fijian affairs in the Chaudhry administration, said the Great Council now had "only a few high chiefs" and was an institution that had lost all the credibility it once had.

List of Chairmen of the Great Council of Chiefs (Fiji) - Wikipedia, the free encyclopedia
The Great Council of Chiefs (Bose Levu Vakaturaga in Fijian) is a formal assembly of Fiji's senior hereditary chiefs, along with some representatives of the national government and provincial councils, who may or may not be hereditary chiefs themselves.
Following the adoption of the ministerial system of government in 1967, the Minister for Fijian Affairs (the Cabinet Minister responsible for indigenous cultural and economic development) presided over the Great Council of Chiefs.
This arrangement continued until the constitutional changes of 1999, when the Great Council chose its own Chairman for the first time.

No, there have been no serious attempts to restore the monarchy, although some members of the Great Council of Chiefs suggested the idea when the Constitution was revised in 1996-1997.
It is curious that even though it was extremist Fijian nationalists that proclaimed the republic, support for restoring the monarchy has come almost entirely from the Great Council of Chiefs, which 'still' recognizes Queen Elizabeth II as its Paramount Chief, but subordinate to the country's republican institutions, a position that she has apparently not repudiated.
Although some members of the Great Council of Chiefs wanted to restore the monarchy, the majority recognized that too much water had flowed under the bridge, and that there would be little point in going back.
