Cypher is indeed one of those movies, but it’s so well-constructed and -plotted it actually redeems the gimmick.
Cypher was directed by Vincenzo Natali, a Canadian fellow who first came to attention with the ingenious SF thriller Cube.
With Cypher, Natali shows he can handle a larger budget; although the film is still quite modest by Hollywood standards ($10 million), it feels slick and expansive, and there are some amazing set-pieces that convinced me I was watching a more expensive movie.

In the history of cryptography, the Great Cipher was a nomenclator cypher developed by the Rossignols, several generations of whom served the French Crown as cryptographers.
And, indeed, after it went out of current use, messages in the French archives (mostly diplomatic, apparently) were entirely unreadable.
Around 1893, Etienne Bazeries managed to break the Cypher and in so doing discovered a contemporary reference to The Man in the Iron Mask who was, it thus appeared, not actually only legendary.

 Martin Popoff's Reviews Page 3
Much more metal screeched and cerebral fl metallic than the band's last album (a techno question mark conundrum called A.M.G.O.D.), Cypher is still a provocative, almost annoying claptrap of signals, starting with big, belaboured song titles, each housing at least one colon, many of them three phrases and two colons, which simply...
I dunno, it's weird, many of these songs ('Opaque' blah blah blah for example, as well as 'Debris' blah blah blah, which houses the album's best Zeppelin riff) possess the magic that seeped from the big thorny Ministry Psalm 69 album, a record that scared people with its mechanical sin din.
Cypher is pretty much emotionally relentless and existential like that, and somehow in the spirit of Tomas Lindberg's The Great Deceiver, Cypher being this parched collage of machine-stamped signals that sound Important but dangerous to one's sense of hope.
