The Greater Cleveland Regional Transit Authority (officially the GCRTA, but usually referred to as the RTA) is the metropolitan transportation agency in Cleveland, Ohio and its surrounding suburbs.
It is also currently in the process of building a bus rapid transit line along Euclid Avenue from Public Square to University Circle and then to East Cleveland.
The RTA had to undertake a number of renovations to the rail system in particular after its creation, as the Shaker Heights lines (renamed the Blue and Green lines) had not been significantly renovated since their creation in 1920.

Ohio Museum of Transportation - GCRTA The Early Years
The Greater Cleveland Regional Transit Authority (GCRTA) was formed in 1974 to provide transit service to the residents of Cuyahoga County.
Before the GCRTA could start operations, funding needed to be secured locally and that happened in July of 1975 when voters passed a tax referendum to provide funding to the new transit authority.
The Cleveland Transit System was the largest acquired in this first round of acquisitions and was used as the base for the GCRTA operations (routes, fleet numbering, etc).

GCRTA filed a complaint for declaratory judgment, case No. 177994, seeking a determination by the court of whether GCRTA had the authority under R.C. 306.30 through 306.53, R.C. 1701.13(E) and/or its bylaws to provide indemnification to its employees under these circumstances.
The county prosecutor informed GCRTA that such expenditures were illegal and threatened that personal liability of the board members and other "consequences" could result if the expenditures were approved.
GCRTA asked respondent to construe R.C. 306.30 through 306.53, its bylaws, and R.C. 1701.13(E) and declare whether GCRTA has the authority to consider the indemnification claims of Adrine and Adorno in light of the county prosecutor's written threat of prosecution.
