Intensification targets are one of the many mechanisms used to reduce urban sprawl, infrastructure costs, traffic gridlock and to support greater transit use, and to look at the ratio of development that occurs within and outside the built-up area.
Currently, in the Greater Golden Horseshoe (GGH) there is no consistent methodology in use for measuring intensification[1].
Research shows that the proposed 40 per cent is significantly lower than in other comparable jurisdictions, including other regions in Canada as well as the UK and Australia, which aim for 60-80 per cent intensification[2].

As one travels westward towards the Greater Toronto Area, these farms give way to rapidly sprawling suburban communities and the seamless overlapping of cities called the 'Golden Horsehoe' - the conurbation that envelopes the westernmost end of Lake Ontario from Oshawa to St. Catherines.

The government announced that a second Growth Plan under the Places to Grow Act will be developed, covering Northern Ontario.
The plan will presumably be an effort to stimulate growth, as opposed to the Greater Golden Horsehoe Plan, which is more focussed on managing growth.
By way of example, while the population in the Golden Horshoe grew substantially from 2001-2006, the City of Thunder Bay only increased in population by 124, a 0.1% rate of growth!

Because the simple truth is some of these owners don't bleed for some of these franchises...while some fans do.
With more than a quarter of Canada's entire population living in the Golden Horsehoe, I can't think of a better location for a franchise.
There should be greater ties to the cities these pro sports franchises are in, so that moving a team would be virtually impossible.
