The structure itself is meant to express the relationship between Grand Forks and East Grand Forks and their connections via bridges along the Red River.
The masonry walls are corbeled in response to the weight of the trusses, as seen in many bridge abutments, and the complete vertical rise of the tower serves as an entry locator from afar.
