It is named after one of a set of colour-bound books that contain the technical specifications for all CD and CD-ROM formats.
The physical parameters and properties of the CD are specified as well as the form of digital audio encoding (16-bit PCM), the optical 'stylus' parameters, deviations and error rate, modulation system and error correction, and subcode channels and graphics.
The first edition of the Red Book was released in June 1980 by Philips and Sony; it was adopted by the Digital Audio Disc Committee and ratified as IEC 908.

I don't remember all the stuff you need to double check in standard CD authorizing software to produce "Red Book" audio CD's, but usually what will make the disk rejected by the manufacturing plant is that you probably burned it as a "Track At Once" disk rather than a "Disk At Once" disk.
I used to use HotBurn by Sony, and it would create Red Book disks, but you had to do a lot of manual edits in the program when authoring the disk to produce Red Book standards.
Wavelab 3 and 4 both have CD authoring programs right in the software (meaning you can burn a disk right from the software) that produce Red Book standard disks.
