The key issues that need to be considered in providing accessible open space are health and safety (the need for a external rail or fence), over-looking neighbouring properties (a material planning consideration), access to and from the roof-space, load-bearing (if the proposed numbers of people are to be more than a few), and management.

Low impact parking is an euphemism for intrusive public use and damage of our Green space and will surely be a low impact punch in the eye of our citizens if any accomodating development is approved by the City!
I recommend the Council, as soon as legally possible, cast a binding vote, in whatever manner necessary, to leave the Green Space alone in its natural state.
If the council, for any reason, will not, or can not effect this vote, then I recommend options be placed on the November 2003 ballot, including leaving the Green Space alone, to finally resolve this most important issue to the satisfaction of the people of Berkeley Lake.
