MEMBERS of a group of Greenburgh residents who are opposed to Supervisor Anthony F. Veteran's plan to build housing for 108 homeless families near them are seeking incorporation as a village within the town, a move that would give them control over zoning.
The Greenburgh site, which is near the Community College and is owned by the county, would be turned over to the town and construction would be performed by a nonprofit agency headed by Andrew M. Cuomo, Governor Cuomo's son.
Leaders of the petition drive are members of the Coalition of United Peoples, an organization of Greenburgh residents who live within the Valhalla School District and who have expressed fears about the impact of the proposed housing for the homeless on their schools.

Mamaroneck and New Rochelle libraries are about the same size as Greenburgh and they have accepted the magazine.
