While he led a rebellion and turned a blind eye to certain unpleasant events, he was not himself a bad man. On the other hand, this does fit Ser Gregor Clegane very well, from the stone armor to the great height to the darkness and blood.
Perhaps the best argument for it being Gregor (or, at least, not Robert) is the fact that Robert appears to already be in the vision, since Ned is pleading to him.
He lifted his eyes and saw clear across the narrow sea, to the Free Cities and the green Dothraki sea and beyond, to Vaes Dothrak under its mountain, to the fabled lands of the Jade Sea, to Asshai by the Shadow, where dragons stirred beneath the sunrise.

Yup, you guessed it, he dies too, as does his killer, and a couple of minor nobles who had nothing to do with the killings, but who happened to be in King Stannis's way, and so were conveniently "removed." Of course, Stannis also dies, but that's another story...

The Hound is a great character - and as cymric points out, he does what a knight should be expected to do - though my impression is that he hates knights for their hypocrisy.
I don't think any real knight would stoop to the lows that Ser Gregor has gone to- torturing innocent commoners, killing defenseless babies, raping women- Gregor is a monster who is only useful for instilling fear in people.
Gregor certainly does not aspire to be like Barriston, but Brienne and Loras do.
