In the township the population was spread out with 22.1% under the age of 18, 7.8% from 18 to 24, 28.3% from 25 to 44, 27.4% from 45 to 64, and 14.3% who were 65 years of age or older.
The median income for a household in the township was $55,714, and the median income for a family was $65,000.

 FSTS Grey Cloud Townsite
Separated from it by a lake and a stretch of marshy ground is the Lower Island, an alluvial plain that has many traces of early Indian and European settlement, especially along the river banks.
Proposed gravel mining and residential development prompted an archaeological survey and cursory investigation of Grey Cloud Island in 1971 by the Minnesota Historical Society.
Although the location of the town was convenient to river commerce and had been occupied by a few European and mixed-blood farmers since the late 1830s, both the historic and the archaeological records indicate that Grey Cloud failed to develop, becoming farm land again by the end of the 19th century.

Grey Cloud Island's Dakota name was MA-HPE-YA HO-TA WIN after Grey Cloud Woman, who lived in the area in the mid-1800's.
The kiln is located on the east side of Grey Cloud Island and overlooks Grey Cloud Channel, which separates the island from the mainland.
Today, the Grey Cloud Island Kiln is one of few kilns that still stand in the Upper Mississippi region.

The southwest portion of Grey Cloud Island was annexed to Cottage Grove in the early 1980s.
The island itself is separated from the "mainland" by a small channel known as the Grey Cloud Slough.
A timber frame bridge was erected in 1882 at the "old county road crossing" and this was replaced by a steel bridge in 1907, and the present bridge in 1933.

 FSTS Spring Lake Area
Until the early 1930s Spring Lake, just south of Pine Bend and opposite Grey Cloud Island, was a marshy area fed by springs and separated from the Mississippi by a broad bar of wooded land.
With the raising of the river level by the Hastings dam, Spring Lake was flooded and became a part of the Mississippi.
Later work on Grey Cloud Island, conducted in 1971 by the Minnesota Historical Society, revealed a very similar hearth near one of the mound groups (21WA9) and a pottery sherd similar to Oneota-type ceramics found across the river at Lee Mill Cave (21DK2).

 St. Paul Park Annexation Order
[24]  The Township’s action sought a declaratory judgment prohibiting the further processing of the petition for annexation.  On April 26, 2005, Judge Teresa R. Warner of the Ramsey County District Court denied the Township’s motion to prevent further adjudicatory hearings on this annexation petition, and dismissed the Township’s action.
After the City adopted the final AUAR, the Minnesota Center for Environmental Advocacy (“MCEA”) sued the City, the Township, and petitioners in Washington County District Court, challenging the adequacy of the AUAR.  On April 20, 2005, the District Court granted summary judgment, upholding the adequacy of the AUAR and dismissing the MCEA’s complaint with prejudice.
The 2030 Framework, as revised on July 22, 2005, projects an increase in population in the Township from 307 in 2000 to 1,100 in 2010 and 3,300 in 2020, to occur in the annexation area.

The proposal is for an urban residential development in St. Paul Park and Grey Cloud Island Township with 2,400 housing units and 83,000 square feet of commercial buildings around a pristine backwater bay that has been identified as a priority for conservation by the National Park Service, the Minnesota DNR and others.
In a letter to the City of St. Paul Park and Grey Cloud Island Township, MCEA told officials that a November 2002 agreement (read the Settlement Agreement - PDF format, 767 KB) between the local governments, the landowner and developer D.R. Horton settling a contested annexation case is illegal.
FMR will be closely tracking the proposed amendments to the City’s and Township’s Critical Area Plans and the Washington County Shoreland Ordinance, and encouraging local and state officials to enforce the laws that protect the river’s natural features and ecological functioning.

On Sept. 12, the Minnesota Court of Appeals affirmed arguments made by MCEA that phosphorus is a significant pollutant to Minnesota’s lakes and rivers, and that the Minnesota Pollution Control Agency’s (PCA) interpretation of their phosphorus rule has been “unreasonably inflexible” in determining downstream phosphorus impacts from St. Cloud’s wastewater treatment facility.
To Minnesota corn farmers, it could be a new weapon in the battle against such pesky weeds as woolly cupgrass and waterhemp.

Minnesota Administrative Law Judge George Beck said St. Paul Park is better equipped than the township to handle urbanization in the area, as demonstrated by its plan for River's Edge, the proposed apartment and commercial project alongside the Mississippi.
The city recently won another 300 acres of Grey Cloud land to build homes on what is now a vast cornfield east of County Road 75.
The township's annual budget is $147,300, and the $16,500 spent to challenge the annexation is as much as the budget can bear, said township clerk Richard Mullen.
