The Grey Havens is one of the last major settlements of the Elves in Middle-earth, found along the Western Coast on the Gulf of Lune.
The master of the Havens is Cirdan the Shipwright, a character who has been the chief of the Havens since before the First Age, though, these Havens were in Beleriand at the Falas.
Having achieved this at last, it is only natural for him to return to Valinor in the West, as he does upon the ship of the Ringbearers (he too was one of the bearers of the Elven Rings, and of course was friend of Bilbo and Frodo whom he accompanied).

PJ has said that the Grey Havens scene is his favourite of the 3 movies, so I take that to mean that they filmed it and it'll be in the cinema release.
I wouldn't be surprised if the emotional farewell of Frodo et all sailing off to the Grey Havens is the fadeout scene to end the trilogy.
It's kind like Rivendell, but where Rivendell is made out of wood, the Grey Havens are made out of stone (because it's near the ocean).

The painting is an oil on panel measuring 4 ft. x 7 ft. The panel was first coated with layers of gesso.
