A representation of a group G on a vector space V over a field K is a group homomorphism from G to GL(V), the general linear group on V.

Constituencies are classified as single member constituencies (SMCs) and Group representation constituencies (GRCs) for single-seat and multiple-seat constituencies respectively.
GRCs operate with a plurality voting system, meaning that the party with the largest share of votes wins all seats in the GRC.

In the general election of January 1997 the ruling PAP, led by prime minister Goh Chok Tong, reversed its recent slide in support and captured 65% of the vote (up 4% on 1991) and 81 seats in the 83-member parliament.
The opposition only contested 36 seats, and it was reported that there were threats of withdrawal of government funding for housing renovation projects in any constituency that returned an opposition candidate.

In 1988, an amendment was passed to the Parliamentary Elections Bill whereby the concept of the Group Representation Constituency (GRC) was introduced.
The GRC scheme requires that aspiring MPs (except for a minimum of 8 single-seat constituencies out of a total of 83) stand for election as a team of three to six members, with at least one belonging to one of the minority racial groups -- Malays, Indians and Eurasians.
An amendment requiring at least one of the team members of a GRC to be female would ensure that there are at least as many women MPs as there are GRCs -- which now number 15.

The truth is that ever-changing electoral boundaries, growing number and size of GRCs, smaller number of single-seat wards, and high election deposits have made things increasingly difficult for any would-be candidate.
In any case, whether constituencies are contested depends not on the Government, but on the opposition parties.
While it's absolutely true that in terms of numbers 4 single-seat wards is pretty much equivalent to a GRC in most respects, I just wish that the PAP will for once acknowledge that the GRC stacks the odds against the Opposition.

SINGAPORE civil rights group gazetted by the government as a political association said Mar 31 it would field candidates in the next elections, expected later this year or in early 2002.
Author and political scientist James Gomez, post-graduate student David Foo and company employees Zulfikar Mohd Shariff and Yaw Shin Leong would be fielded as candidates, the centre said in a statement.
They were the first groups to be formally registered as such under the newly passed Political Donations Act aimed at preventing foreign participation in domestic politics.

I agree with your assertion that it was not the responsibility of the gTLD constituency to deal with the lack of representation of the Individual Domain Name Owners (IDNO) and the Top Level Domain Association (TLDA) in the Names Council; however, that misses the point.
Our clear intention was to provide an easy interim voice in the Names Council for these two constituencies, while diffusing your threat to modify your bylaws to deny the gTLD constituency its three seats.
We are mindful of the Board resolution issued in Berlin requesting that the gTLD Registry Constituency voluntarily relinquish its right under the bylaws to select three representatives to the Names Council of the DNSO.
