According to the definition set out in the policy, Groupe TVA inc. is one of the "largest multi-station ownership groups"—in other words, one of the groups licensed to operate in several provinces with a potential reach of more than 70% of the audience in its language of operation.
TVA indicated in its licence renewal application that it wishes to be exempted from application of section 11(1) of the Television Broadcasting Regulations, 1987 (the Regulations), under which a licensee may not broadcast more than 12 minutes of advertising material in any clock hour in a broadcast day.
TVA submitted that implementation of DVS would be more feasible in a digital environment and that this transition to digital mode could begin in 2004 and be completed by 2008.
