Growth, as manifested in the development of land, was being blamed for such diverse problems as the costly and destructive development pattern associated with urban sprawl, the loss of prime agricultural land, an inefficient provision of public facilities and services, escalating housing prices, pervasive environmental degradation, and the loss of community character.
Whether local governments are managing growth in the absence of state legislation directing that activity, or managing growth under the guidelines of a statewide growth management law, the overwhelming majority of local management programs have played an active role in accommodating ongoing growth.
Those realities dictate that humans must shift their emphasis from the current ongoing growth accommodation advanced by the growth management movement to a new focus on overseeing the required downsizing and redesigning of the human enterprise to a level and form that is ecologically sustainable.

Florida's Growth Management Act of 1985[1] (Growth Management Act) was implemented by the adoption of local government comprehensive plans which were based on the expectation that land use amendments would receive deferential review by the courts.
To effectively evaluate the current state of growth management in Florida and the impact of the recent judicial trend toward closer scrutiny of the land use decisions of local governments, a review of the history of growth management is necessary.
Growth states became concerned that the local governments to which they had delegated their land use authority and, therefore, the responsibility for dealing with growth issues, were having difficulty predicting and shaping long term development trends without the coordination and guidance offered by the principles of comprehensive land use planning.

Growth Targets - The principal requirement of the Growth Management Act is that cities and counties must prepare 20-year plans to accommodate the population forecasts provided by the state Office of Financial Management.
During these discussions, the group had to contend with issues such as whether the region would pay for infrastructure in jurisdictions where growth was expected to occur, or whether cities should have to change their zoning so that they could accommodate higher amounts of growth.
Because jurisdictions regulate growth by housing units and because it is easier to monitor growth by counting units than people (between Census years), the group converted the population forecasts for each region to housing units by using estimates of future household sizes.

Ronald L. Myles, chair of NAR’s Presidential Advisory Committee on Smart Growth, released the association's new growth management survey and announced an NAR "blueprint" for action on growth issues during a news conference at the National Press Club.
