 American Whitewater - Efforts to Reopen Guadalupe River Continue (TX)
The County invokes the special, temporary powers, of the Texas Disaster Act, citing a litany of reasons why the river should be closed, all centered around law enforcement and public safety and welfare.
A week goes by, and the County decides to indefinitely extend the ban on river and lake use, for all areas in Comal County, because water is still going over the spillway.
In my letter, I also asked the County to hold a Public Hearing, if the ban would not be released, in order that public comments could be placed in the record, and the County could justify their continued closing of the River.

In 1838 a group of former Texas Rangers and other settlers founded the community of Walnut Springs on the northeast bank of the Guadalupe; its name was changed to Seguin in 1839 to honor Juan N. Seguin.
The Republic of Texas organized Guadalupe County as a judicial county in 1842, but discontinued it later that year when the Texas Supreme Court declared judicial counties to be unconstitutional.
Guadalupe County had an area of 862 square miles in 1846 but lost land in 1858 and 1874, when Blanco and Wilson counties were organized.

Wentworth, whose district covers Comal, Guadalupe, Hays and Kendall counties and parts of Austin and San Antonio, plans to introduce a bill in the legislative session, which starts Jan. 9, to raise the Edwards Aquifer pumping limit from 450,000 acre-feet to 549,000 acre-feet and eliminate a scheduled reduction in the pumping limit to 400,000 acre-feet.
Under state law, the Edwards Aquifer Authority is supposed to reduce pumping of the aquifer, the primary source of water for much of South Central Texas, from the present cap of 450,000 acre-feet to 400,000 acre-feet by 2008.
One of the main points of contention is the trigger for lowering the pumping limit in a drought, said Miller, who represents Comal and Guadalupe counties.
