It was founded in 1844 by Queen Isabel II of Spain after the First Carlist War to assure the occupation in the newly created border zone at the Pyrenees and to stem the growing concerns in rural areas of banditry.
The symbol of the Guardia Civil consists of a crown, a sword and a fasces.

The take-down of the investigation began on October 6 in the locality of Cambrils (Tarragona) Spain, where members of the organization that had traveled to Spain were detained as they attempted to move the cocaine from one place to another.

The persistence of reactionary tendencies was underscored by the participation of a senior officer of the Civil Guard, Lieutenant Colonel Antonio Tejero Molina, in the dramatic coup attempt of 1981, backed by nearly 300 guardsmen who made prisoners of cabinet ministers and deputies of the Cortes.
Most members of the Civil Guard were housed with their families on compounds that formed part of the stations from which they operated.
In addition to its rural police functions, the Civil Guard was to be responsible for firearms and explosives control; traffic policing on interurban roads; protection of communication routes, coasts, frontiers, ports, and airports; enforcement of environmental and conservation laws, including those governing hunting and fishing; and interurban transport of prisoners.

The authors of the initial communication are A. and C. citizens of Spain residing in Santurce in the Basque province, writing on behalf of their son J. and his wife E. B., who are currently detained at the Spanish prisons of Orense and Albacete, respectively.
J. was taken to the Guardia Civil in Bilbao and later Madrid and kept incommunicado for five days, during which he was allegedly subjected to torture and ill treatment, including beatings to the head, electrical shocks to the head, testicles and other parts of the body.
The authors appeal to the Committee against Torture with the specific complaint that the competent judicial authorities in Spain, in particular the judges and forensic experts, have failed to investigate the alleged violations, thus permitting the torturers to operate with impunity.
