The government of Puerto Rico is based on the Republican system composed of 3 branches: the Executive branch headed by the Governor, the Legislative branch consisting of a bicameral Legislative Assembly (a Senate and a House of Representatives) and the Judicial branch.
Puerto Ricans expressed their support for this measure in a 1951 referendum, which gave voters a yes-or-no choice for the commonwealth status, defined as a ‘permanent association with a federal union.’ A second referendum was held to approve the constitution, which was adopted in 1952.
Under the 1952 constitution, Puerto Rico is a Commonwealth and is permitted a degree of autonomy similar to that of a state of the Union.

Guayanilla (pronounication: gwah-yah-NEE-yah) was founded by Catalans, Corsicans,Venezuelans, and Puerto Rican criollos.
Due to the very fertile lands and access to the local port where most of the local commerce occurred, Guayanilla became an important agricultural center, grew quickly, and was established as a separate municipality on February 27, 1833 by Governor Miguel de la Torre.
Guayanilla is bordered by the Adjuntas on the north, Peñuelas on the east, Caribbean Sea on the south, and Yauco on the west.

For this reason the Puerto Rico nightjar is one of the easiest of all endangered birds to census (08,11,12).

In 1939 Pagán was appointed Resident Commissioner to the U.S. House of Representatives by the Governor of Puerto Rico, William B. Leahy, to fill the vacancy caused by the death of Pagán's father-in-law, Santiago Iglesias.
Pagán returned to Puerto Rico, and was again elected to the Senate of Puerto Rico, was reelected in 1948, and served until 1953.

The idea of a mega-transshipment port has been bandied about in Puerto Rico since 1994, when CB first reported on the story.
CB had ranked the port in Guayanilla, 50 miles southwest of San Juan, as No. 1 on the list of possible sites for the superport because of its deep harbor (more than 40 feet), available land, access to major highways, and protection from high seas (CB Aug. 26, 1999).

Coast Guard personnel were on scene at an oil spill in Guayanilla, Puerto Rico that occurred late Sunday night when an estimated 7,000 barrels or 294,000 gallons of #6 grade fuel oil leaked from a 24 inch transfer pipe used to move product from the shore side facility to tanker ships.
Coast Guard personnel from inspections office in Ponce, Puerto Rico were on scene by 1:00 a.m.
On Monday afternoon a Coast Guard HH-65 Dolphin helicopter from Air Station Borinquen and small boats from DPNR and PRPD were used to survey the impacted area and to locate the estimated 50 gallons that entered a nearby navigable waterway most of which is center within a dense mangrove area.
