  Guillermo Billinghurst - Wikipedia, the free encyclopedia
Billinghurst belonged to the Civilistas group, which were then considered the architects of unprecedented political stability and economic growth in the country, but they also set in motion profound social changes that would, in time, alter the political panorama of Peru.
This first became apparent in 1912 when the millionaire businessman Guillermo Billinghurst-–the reform-minded, populist former mayor of Lima -–was able to organize a general strike to block the election of the official Civilista presidential candidate and force his own election by Congress.
Guillermo Billinghurst was overthrown on February 4, 1914, in a military coup headed by colonel Oscar R. Benavides, Javier y Manuel Prado Ugarteche, and conservatives members of the Civilista Party.

Billinghurst apareció en 1 912 a la cabeza de un vasto movimiento, a pesar de su heroica actuación en la guerra con Chile y de su permanente actitud como ciudadano y como patriota, tenía algo de extranjero para la clase dirigente Limeña.
Billinghurst fue depuesto y enviado al extranjero, radicó por algún tiempo en Arica y falleció en Iquique el 28 de Julio de 1915, en vísperas de cumplir 64 años.
Billinghurst creyó que la región del sud este del Perú no podía seguir sujeta a su propia suerte, con los peligros inherentes a una vasta frontera abandonada.

Billinghurst es tajante cuando en 1913 afirmaba: «Si bien es cierto que el costo de la vida y el precio de las cosas han aumentado visiblemente durante los diez últimos años, esa alza no ha podido dejarse sentir en forma tan exagerada que haya dado lugar al incremento de los gastos».
Con estas circunstancias políticas adversas, lo que hizo Billinghurst fue sacar a luz, al debate nacional, el hecho que los presupuestos estaban siendo utilizados «políticamente» y no servían al desarrollo de la nación.
Por su debilidad política y también por su extracción de clase, Billinghurst apenas pudo realizar algunos «recortes» en el ramo de guerra, suprimiendo la construcción de faros en el litoral, la revocación del envío de armeros a Europa para estudiar y alguna otra medida sin mayor trascendencia.

En 1912 participó en la campaña presidencial de Guillermo Billinghurst, siendo elegido presidente del Centro Universitario billinghurista, y, luego del triunfo de su candidato, llegó a ser nombrado administrador de la Imprenta del Estado y director del diario oficial El Peruano (X-1912 a V-1913).
Valdelomar renunció a ambos cargos luego de ser nombrado Segundo Secretario de la Legación del Perú en Italia (12-V-1913), embarcándose con destino a Europa el 30 de mayo.
Luego de enterarse del derrocamiento del presidente Billinghurst, renunció a su cargo diplomático (6-II-1914) y regresó a Lima.

Peru’s Ministry of Transport & Communication today announced the tender to carry out final studies and build the country’s longest suspension bridge, the President Guillermo Billinghurst Bridge.
The steelwork for the bridge has lain in an airport warehouse for 26 years since its purchase from from Waagner Biro for US$10 million.

El golpe de estado que puso fin al año y medio de presidencia populista de Guillermo Billinghurst y devolvió a la oligarquía civilista el control pleno del poder político, en febrero de 1914, fue otro motivo para la radicalización del discurso político de Zulen.
La tachadura se debería a que en 1911-1912, ya anciano, defraudando las esperanzas de sus alas más radicales, Piérola no apoyó la candidatura populista de Billinghurst.
Por otro lado, si bien Zulen debería aprobar varias de las políticas sociales de Billinghurst, es difícil suponer que podría identificarse con quien, como alcalde de Lima, usufructuó políticamente desmanes anti-chinos en 1909.
