Well, I don't know about the amp, but on the guitar, the jack should not be shorting out the cord, in fact, nothing should short it out, really, exept for some surge of power from the amp, which is very unlikely.
What you should do for the guitar, though, is pull off the pickguard, and look at the connections, seeing if anything is corroded or flened.
