Gul Dukat believed himself to be bettering the Bajoran people, and they seem better to me. The Bajorans got rid of the caste system, plus they proved that a people can be religious and militaristic (while still keeping those two things seperate from each other).
Gul Dukat was a great benefit to the Bajoran people and truly became a father to their people, thanks to all the bastard children he helped father during the occupation.
Gul Dukat's humanity(?) and vulnerability were also demonstrated in that one episode where the crew went back in time...oh wait, as that could be any number of episodes, I'll move on...

If her mother lied back and thought of the Prophets every time she was with Gul Dukat Kira might have had an easier time of thinking of her as just more than a collaborator.
Dukat saw Kira's mother happy to be free of her previous life and in love with the most powerful man on Bajor who could treat her like a queen.

My first thought was of course to go with Gul Dukat, but after looking at the whole list I just had to go with Weyoun since no number was attached.
Dukat does get annoying after a while, as he's supposed to, and Weyoun is always fun to watch.
Gul Dukat, definitely, though Winn Adami was a close second.
