The Cooperation Council for the Arab States of the Gulf (GCC) is a regional organisation created in May 1981 by Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.
The objective of this Agreement is to contribute to strengthening stability in a region of strategic importance and to facilitate political and economic relations.
The major challenge for Gulf states these days is to invest those revenues wisely and in a sustainable way in order to strike a balance between short-term welfare and job creation and long-term structural investment.

  Gulf Cooperation Council-Plus-Two Ministerial Joint Statement
Agreeing that the peace and security of the Middle East including the Gulf region are critical to the health of the global economy and international stability, and its destabilization would threaten the vital national interests of all, the participants resolve to continue their long-standing cooperation against such threats.
The participants affirmed that disputes among states should be settled peacefully and in accordance with international norms, and that relations among all countries should be based on mutual respect for the sovereignty and territorial integrity of all states, and on the principle of noninterference in the internal affairs of other nations.
The participants welcomed the commitment by the United States as stated in President Bush recent speech to defend the security of the Gulf, the territorial integrity of Iraq, and to ensure a successful, fair and inclusive political process that engages all Iraqi communities and guarantees the stability of the country.

Amnesty International (AI) today wrote to the Gulf Cooperation Council (GCC) urging it to implement the specific recommendations of the Conference on Violence and Discrimination against women in countries of the GCC which specifically relate to the GCC.
On 8-9 January 2005, under the patronage of the Supreme Council for Women in the Kingdom of Bahrain, a conference was held in Manama, Bahrain, on combating violence and discrimination against women in the GCC countries.
This conference was organized by Amnesty International in cooperation with the Bahrain Social Partnership for combating violence against women and attended by activists from civil society organizations in the GCC countries.

 U.S.-Gulf Cooperation Council Statement at the UNGA, 09/11
Members of the Gulf Cooperation Council and the United States met at the ministerial level in New York on September 11, in conjunction with the 55th session of the United Nations General Assembly.

The Gulf Cooperation Council (GCC) was founded in May 1981, by the leaders of the United Arab Emirates, the Kingdom of Bahrain, the Kingdom of Saudi Arabia, the Sultanate of Oman, the State of Qatar and the State of Kuwait.
It states that the basic objectives of the GCC are to effect coordination, integration and inter-connection between the members of the GCC in all fields as well as strengthening ties between their peoples.
For this reason, GCC nationals, both companies and individuals, are free to establish branches in member states and do not require the investment licenses or similar official authorisations usually required by foreign nationals.

The 27th summit of the Supreme Council of the Gulf Cooperation Council (GCC) concluded in Riyadh [Dec. 10].
The Council called on warring factions in Somalia to negotiate a resolution to their differences; urged the United Nations to address the issue of missing Kuwaiti POWs; and reiterated its support for the UAE’s claim to the Tunb islands and Abu Musa.
GCC leaders said they had ordered a “GCC-wide study be conducted to formulate a joint program in the field of nuclear technology for peaceful purposes, in keeping with international standards and regulations,” said the communiqué read out by GCC Secretary-General Abdul Rahman Al-Attiyah.

 Gulf Cooperation Council - New patent law
The Gulf Cooperation Council (GCC) countries (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE)) have set up a common patent system similar to that of the Eurasian Patent Convention discussed in our November 1994 Newsletter (N.S. The Council has set up its Patent Office in Riyadh, Saudi Arabia.
Additionally, it appears that, as is the case under Saudi Arabian law, a patent can be obtained under the GCC law, notwithstanding the grant of a patent from the same invention elsewhere, as long as the term of the GCC patent is limited to expire with that of the foreign patent.
Infringement rights are subject to a limitation that a GCC patent may not be enforced against anyone, when before the grant of the patent, that person has used the invention or made substantial preparations therefor.

The Australian Government is seeking to move forward with an early launch of free trade agreement (FTA) negotiations with the Gulf Cooperation Council (GCC, comprising Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).
The Australian Trade Minister, Mr Warren Truss, has released an abridged version of a study on the benefits of a free trade agreement between Australia and the Gulf Cooperation Council.
Submissions need not be lengthy, and may build on or refer to submissions made for the study on the possible benefits of an FTA between Australia and the GCC.

Each GCC country has a separate central bank and it is not yet clear whether they will adopt a European Union model of one central bank which is empowered in setting monetary policy for the single euro concerning interest rates, or allow for Gulf national banks to exercise sovereign decision making concerning domestic monetary policy.
If there is one peg for the GCC currency, it will be that much more difficult to manage the currency against the vagaries of international speculation, should one or more economy of the GCC stray out of established economic bands.
The second major argument for a peg of mixed currencies is that this will afford the GCC countries some degree of independence in setting their own monetary policies that suits regional economic inflationary or deflationary conditions, rather than at the discretion of the US Federal Reserve Bank.
