Overall, the gun show debate in the Senate and the subsequent debate in the House provided valuable insight into the most effective means to close the gun show loophole, as well as a road map to the routes most likely to be traveled by those working to sabotage these efforts.
For example, three of the guns used in the Columbine High School shooting which were purchased at a gun show were not easily traceable because they had been sold through private sellers without background checks and the required recordkeeping.
The Lautenberg amendment contained compromise language that defined gun shows as events where "50 or more firearms are offered for sale, transfer, or exchange." A definition which allows the unregulated sale of more than 50 guns will open a loophole that could allow smaller gun shows to flourish and remain unregulated.

Speaking from the Senate lawn, the legislators and supporters of the bill unveiled the Gun Show Loophole Closing and Gun Law Enforcement Act of 2001, which would require background checks at all gun shows where at least 75 guns are sold.
"Gun shows, simply put, have become a paradise for illegal firearms sales because felons frequent gun shows to avoid having to go through a background check," said Sen. Charles Schumer, D-New York, a supporter of the bill.
The sponsors of the recent gun show proposal were quick to point out that the new bill, if enacted, would not weaken the Brady Handgun Violence Prevention Act, passed in 1994.

Even if you are not a dealer, but you display a gun at a gun show, and then months later sell the gun to someone you met at the show, you would be subject to the same requirements as if you completed the sale at the gun show.
Gun show customer registration: a person who attends a show, even without a gun, who even discusses the possibility of selling a gun, would be required to sign "a ledger with identifying information." Gun show promoters would have to retain the ledgers indefinitely for inspection by the BATF.
Absurd requirement on gun show promoters: because a promoter cannot know whether a person who attends his show will discuss the sale of a gun, he will have to require every customer to sign the ledger, and check every customer's ID to verify the information required on the ledger.

He says 98 percent of gun show vendors are licensed dealers who are required to perform the background check required in the 1993 Brady bill.

In a 6-3 ruling, the court rejected complaints that the city of Sequim ruined a gun show when the police chief imposed a number of restrictions.
The court, in a majority opinion by Justice Mary Fairhurst, said when the permit for the gun show was being considered, the city circulated it to the police and fire departments, city manager and the public works department, some of whom imposed conditions on the show.
The chief came to the convention hall the day before the gun show was to begin and announced the restrictions to the vendors.
