 AlterNet: Twenty-first Century Gunboat Diplomacy
In the latter part of this period, the phrase "gunboat diplomacy" came into existence, an oxymoron that nonetheless expressed itself all too eloquently.
Today, gunboat diplomacy seems like a phrase from some antiquated imperial past (despite our thirteen aircraft carrier task forces that travel the world making "friendly" house calls from time to time).
At least as now imagined in the Pentagon, twenty-second century "gunboat diplomacy" will be conducted by what the Air Force's Space Command refers to as "space-based platforms" and the "cannons" will be a range of "exotic" weapons and delivery systems.

GUNBOAT DIPLOMACY Gunboat is, perhaps, the most popular DIPLOMACY variant being plyed by mail in the 1990's.
A simple variant that stresses tactics--essentially, DIPLOMACY without diplomacy (you can't negotiate effectively if you don't know who to talk to)--the peculiar thing about "Gunboat" is that no one knows where it came from.
Once the players are selected, they are required to sit quietly, either in separate chairs or at a very large table, and no talking is permitted (quite eerie it is too, in the midst of the usual babble of a DIP tournament).

The gunboats returned down the Mekong and the kingdom seemed, for the moment, at peace.
Given the fact that gunboats on the Mekong were vital to Thomson's having gained Norodom's acquiescence, there is historic irony in the fact that a French army post sited on the Mekong just below the Sambor rapids was the first target for a rebel attack when the rebellion began.

IRAN RETURNS TO GUNBOAT DIPLOMACY IN DEALING WITH THE CASPIAN SEA
MOSCOW - 27 Feb. The Islamic Republic of Iran told an international conference on Sea’s legal status started in Moscow on 26 February, that Iran will not allow any country to exploit the oil reserves in its 20 percent share of the Caspian, thus dumping hopes for a negotiated end to the decade-long dispute.
Because of Iranian stubborn insistence for the water sharing on old agreements, the "Caspian Five", that are Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan, have so far been unable to agree on how to share the sea's oil and gas reserves, which are believed to be possibly the world's third largest.
Last July, Iran sent gunboats and air force to stop oil exploration, undertaken by British research vessels on behalf of Azerbaijan’s national oil company, in the "Alborz" zone of the Caspian Sea claimed by both Tehran and Baku.
