Gunnison Beach is on federal land, and is therefore not directly affected by the law formerly known as bill S1912 because S1912 authorizes local municipalities to prohibit or regulate nudity on adjacent state lands per se through language changes to R.S.40:48-1.
The speculation is that this was the main reason for the closing down the beach with assistance from the anti-nudity language in R.S.40:48-1, and that the lewd issue was used as a cover.
