That during 1978-1979, the Sikhs in U.S.A. formed an institute named "Nankana Sahib Foundation." A delegation of this foundation under Sardar Ganga Singh Dhillon, met General Zia-ul-Huq of Pakistan when the latter came on an official visit to U.S.A., and requested that Sikhs be allowed unhindered approach to gurdwaras in Pakistan.
What finally emerged out of this was that Government of India and Pakistan hold a Covenant regarding Gurdwaras, Mandirs and Mosques, the provisions of which cannot be altered without a reference from the Government of India.
In 1981 Sardar Gurcharan Singh Tohra, President, S.G.P.C. went to Pakistan, met President Zia-ul-Huq, and demanded that the entire management of Pakistan gurdwaras be entrusted to the S.G.P.C. The President again said that this request should come from the Government of India.
