Strategic Insights -- Uribe’s Second Mandate, the War, and the Implications for Civil-Military Relations in ...
Uribe’s first three years in office have witnessed a marked improvement in civil-military relations, at least as far as the presidency is concerned.
Uribe has the authority to make things happen.”[4] One of the things he made happen within a week of taking office was to declare a state of emergency that imposed press censorship, removed elected officials who “contribute to public turmoil,” and bestowed sweeping powers on the security forces in tumultuous areas of the country.[5]

Revolutionary Armed Forces of Colombia - Wikipedia, the free encyclopedia
On November 27, 2004, Colombian Defense Minister Jorge Alberto Uribe told reporters that apparently the FARC leadership had secretly commanded their followers to attempt to attack visiting U.S. President George W. Bush during his visit to the city of Cartagena, according to intelligence reports.
It was speculated that these actions, and those that might follow later into the year, could be directed towards undermining the advances made by the policies of the Uribe administration, as a possible means to weaken Uribe's chances in the future 2006 electoral contest, where he was expected to run for reelection.
They request security guarantees both for the displacement of their negotiators and that of the guerrillas that would be freed, which are specifically stated to number as many as 500 or more, and ask the Catholic Church to coordinate the participation of the United Nations and other countries in the process.

Uribe was clearly rattled by this demonstration, as he told the subsequent press conference: "there are more journalists here than there were in the other place".
I spoke on behalf of the Socialists and challenged Uribe on impunity for paramilitaries, failure to respect the London Agreement and his vilification against trade unions and NGOs.

Ramirez, who was placed on the disabled list Tuesday, has a partially torn ligament in his left middle finger that could end his season, the Associated Press reports.
Uribe was expected to return on Tuesday so a trip to the disabled list is looking more and more likely.
This is two bad starts in a row for Ramirez - it's time to be at least a little concerned that he might be wearing down or that teams are starting to scout him out a little better.

Although state security forces doubled operations against paramilitaries during the year and tripled the number of paramilitaries captured since 2000 (see Section 1.g.), security force actions in the field were not always consistent with the leadership's positions, and members of the security forces sometimes illegally collaborated with paramilitary forces.
