These marks indicate the position at which to center the rope cleat when assembling the poles in the field, and need to be aligned with the holes so that the halyard will hang straight down the length of the pole.
GUY STAKES Because of the height of these poles, the guy-ropes supporting them must be firmly anchored; therefore, scrimping on the stakes used for this purpose is not advisable, and something on the order of 2' lengths of ½” re-bar is recommended.
The rule of thumb for determining the length of rope needed for the halyard is to subtract the height above ground of the cleat from the height of the pole, double the result, then add 4'.

 Halkin International - Guy Wire
GUY WIRES are in constant motion and under constant loads.
The internal portion of the wire rope is subject to corrosion and a good penetrating lubricant will protect the inside and outside of the rope and allow the rope to "breathe" so that water, in the form of condensation can find its way out of the rope structure.
When tensioning the guy ropes, the current condition and strength is taken into consideration and the proper adjustments are made.

Wordwizard Clubhouse - guy wire   (Site not responding. Last check: 2007-11-06)
Guy is a nautical term for a robe, chain, wire, etc used to guide or stabilize a thing that is being hoisted or lowered, or to secure something that might shift position or be carried away like a mast, funnel, etc. (common in mid-1800s)
It came into existence in the early 1300s from the Middle English ‘gye,’ a guide, (also found in ‘girap,’ guy rope), which was borrowed from the old French ‘guie,’ guide from ‘guier,’ to guide.
But since ‘guy’ is defined as ‘a rope, cable, or appliance used to guide and steady an object being hoisted or lowered, or to secure anything likely to shift its position,’ it would seem that ‘guy wire’ is redundant — a wire wire!

HF6V and Guying - Elmers Forum at eHam.net
You can use a guying clamp, typically a two-piece aluminum bracket that clamps together over the antenna tubing, tightening with a machine screw and nut combination, and providing 3 or 4 guy attachment points.
You could also use a single stainless steel hose clamp, but if you do, be sure to use abrasion-resistant rope such as double-braided Dacron, taped to the antenna tubing first with several overlapping layers of strong tape (Scotch 88 will do), prior to installing the hose clamp.
Always use UV-resistant guy rope such as Dacron or Kevlar...cotton, nylon and polypropylene are not good choices for anything permanent.
