Traditionally gyoji are promoted according to their service years althought this isn't an automatical order, I believe.
Since these promotions happen about the time of the gyoji's 60th birthday or so (?), their stint at the very top of the ranking is bound to be relatively short.

There used to be gyoji-beya only for gyoji and headed by Kimura Shonosuke as oyakata.
These are the remains of old days when gyoji were allowed to train rikishi in addition to gyoji.
There are no rule preventing them from being gyoji, but in reality, sincethey need to go through from the bottom with teenagers, I don't think any of them wanting to be gyoji after rikishi.

For sure, the Kimura clan rolls thick in the gyoji-world but the most interesting tidbit served up was an up close and personal look at the traditional clothing and trappings that the tate-gyoji brings to the dohyo.
The tate-gyoji stands alone at the top of the gyoji pyramid, acting as referee for only the most important matches of the day, and more likely than not the musubi-ichiban with the Yokozuna.
Think of him as sumo's equivalent to a boxing ref who only does title fights, similar to former ref Mills Lane.
