The battle was eventually lost, and Béla Kun fled to Austria on August 1 together with other high-ranking Communists with only a minority remaining in Budapest, including György Lukács, the former Commissar for Culture and noted Marxist philosopher, to organise an underground Communist Party.
The Budapest Workers' Soviet elected a new government, headed by Gyula Peidl, which only lasted a few days before the Romanian forces entered Budapest on August 6, putting an end to the Hungarian Soviet Republic.
In the power vacuum created by the fall of the Soviet Republic and the Romanian occupation, the Conservative forces of István Bethlen and Miklós Horthy gradually took control of Western Hungary (which was outside the Romanian occupation zone).

On March 24th., 1919 the People's Vice-Commissar for Socialisation, Gyula Hevesi, issued the most absurd decree of the "Soviet Republic's brief existence, all retail shops, with the exception of food shops, tobacconists and pharmacies, were ordered to close, and the death penalty prescribed for any retail commercial transactions outside these exempted fields.
On May 5th., 1919 Aurel Stromfeld was promoted from the post of Chief of Staff of the Eastern Red Army to that of Chief of Staff of the entire Red Army.
On May 5th., 1919, a number of aristocratic landlords and comprador capitalist politicians established at Arad, in southeastern Hungary under French military occupation, a "National Government", headed by Count Gyula Karolyi (a cousin of Count Mihaly Karolyi) as "Prime Minister".

The patriotic soldiers of the Red Army also withdrew their loyalty from Bela Kun's regime.
By the end of July, the communist government had escaped to Austria; the Workers' Council of Budapest elected a new government at its July 31, 1919 meeting, under the leadership of Gyula Peidl.
He, as well as the members of his government, belonged to the Social Democratic Party and were stamped by the communists as "right wing" socialists./1/ To please the population and enlist mass support, Peidl's government annulled the most hated regulations of the proletarian dictatorship./2/ Political prisoners were released, revolutionary tribunals dismissed, the Red Guard dissolved.
