Its work centers on the development and promotion of standardized XML vocabularies for HR, with current efforts are focused on standards for staffing and recruiting, compensation and benefits, training and work force management.
Other HR management processes are being undertaken as quickly as member firms provide volunteers to work in the new areas.
Industry-standard XML vocabularies provide the means for a company to transact business electronically with many other companies without having to establish, engineer and implement many separate interchange mechanisms.

HR was an early adopter of intranet technology, because this stuff was going in corporate infrastructure and HR had the great application.
The relative lack of attention paid the HR-XML Consortium by the HR community (most of the consortium's members are vendors, not HR practitioners) is aggravated by the fact that much of its activity tends to be buried in dense technical jargon.
But to be resilient and effective, HR must be able to plug in different services and solutions at different times.

HR Magazine: Language arts: the HR-XML Consortium continues to create data transfer specifications that trim paper and costs - Technology
XML is a slimmer web-compatible version of the Standard Generalized Markup Language (SGML) that is used to define document formats.
XML schemas define the data elements for particular transactions and spell out the options and constraints governing the use of those elements.
HR-XML is ahead of most of the many other groups that are working on XML specifications for their respective industries, says James Holincheck, an analyst at Gartner Inc. of Stamford, Conn. "HR-XML doesn't cover everything in HR yet," he says.

Benefitnews.com - Information for HR and Benefit Directors and other Employee Benefit Plan Sponsors and Advisers
Meanwhile, sitting on top of a mountain of paperwork and processing that so easily accumulates, the overburdened HR professional is also expected to be accessible to employees and monitor the company’s exposure to a growing number of federal, state and local regulations affecting the workplace.
With a common XML language, an employer group’s HRMS and ASP systems can produce one open enrollment file, for example, that can be sent to and directly consumed by their multiple employee benefit service provider’s administration systems, and vice versa.
XML (extensible markup language) technologies can significantly ease the administration burden caused by the manual, paper-based communication processes between all the constituents in an employee benefits program.

 XML DTD
This is because all elements in XML are required to have closing tags and therefore defining whether a closing tag is required is pointless.
The difference between the two examples is that the XML <HR> declaration does not define whether the element requires a closing tag as done with the "- O" text.
The DTD, whether included as part of the XML file or external to the XML file is used to define content.

Andrew's strategic resourcing blog: hr-xml and why it is an ideal format for the CV
For a candidate having their CV in a xml standard makes sense as it enables seperation of the style information from the content.
One of the standards that is being constructed is for a standard xml vocabularies for the CV, or resume (sensibly they make no differentation between the two - formats might alter geographically but content is usually similar).
What is really needed though is a (probably free) application that lets a non-technologist construct the xml document, and use various styles.
