In American English it is considered proper to drop the 'H' from the front of the word.
in spanish, h's are silent, and the english 'h' sound is denoted by a 'j'.
Here in the Midwest, dropped h's tend to signify that one is not a "local," and of course an expert, by definition, is someone who lives over 100 miles away.

Because there was a de facto standard that most programmers were using and the names of headers was part of it.
C++98 took these well-known names, modified them a bit and tried to make their content (if only the names used, such as cout and cin) as similar as possible to what people were used to.

The British seem to have a tendancy to leave the 'h' silent more than is done in American English, causing "an" to be used more often in front of a word starting with that letter.
Dropping the /h/ at the beginning of words is a common feature in most parts of England and Wales -- so speakers who omit pronounication of the /h/ at the beginning of "'istory" would only find it natural to say "an historical".
When it comes to writing the phrase formally, however, they seem to be aware that the "standard" upper-class pronounciation is with the /h/ intact.

The predominant pronunciation of "historical" is with /h/ today, so it seems strange to most modern speakers to use "an" before it, but it remains on in some instances (possibly more often in the written language, tho it's still somewhat rare) as a relic.
However, I still seem to preserve such /h/s when words starting with such are following a word with a vowel, which would indicate that the /h/ phoneme is still there, unlike in classically /h/-dropping English dialects, which would indicate why I still use "a" rather than "an" in such cases.
No, the purpose of using 'an' in front of some 'h' words appears to be simply to impart an air of erudition on the part of the speaker.
