HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas.
HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good.
The HAARP project uses the largest energy levels yet played with by what Begich and Manning call "the big boys with their new toys." HAARP is an experiment in the sky, and experiments are done to find out something not already known.

HAARP stands for High Frequency Active Auroral Research Program (HAARP) which is an investigation project to "understand, simulate and control ionospheric processes that might alter the performance of communication and surveillance systems".
HAARP was constructed at the site of an obsoleted over-the-horizon radar facility for political reasons, but its location was less than ideal from a scientific perspective.
The contractors selected to build HAARP have denied that any of Eastlund's patents were used in the development of the project.After the physicists raised early concerns, the controversy was stoked by local activism.

According to Dr. Rosalie Bertell, HAARP is part of a integrated weapons' system, which has potentially devastating environmental consequences: "It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere.
HAARP is part of the weapons arsenal of the New World Order under the Strategic Defense Initiative (SDI).
What this means is that HAARP could potentially be applied by the US military to selectively modify the climate of an "unfriendly nation" or "rogue state" with a view to destabilizing its national economy.
