HAL is characterized as the single mission element with the greatest responsibility, the ``brain and central nervous system'' of a spacecraft targeted for Jupiter.
HAL's actuators are also extremely limited; examples include the opening and closing of doors, and the raising and lowering of beds.
HAL's major responsibility is to look after the health of the spacecraft and crew, including monitoring the spacecraft's health, performing fault diagnosis and repair, operating the life support systems, and continuously monitoring the medical status of crew members in hibernation.

Realizing that the humans' actions would jeopardize the mission, HAL does his best to defend himself against their treachery: he kills Poole during the next space walk, then traps Bowman outside the ship when he foolishly attempts a rescue.
Likewise, Clarke and Kubrick tried to make the HAL 9000 as advanced as they thought a computer could possibly be in the year 2001, while still remaining plausible.
It is HAL's ability to learn and his control of the ship's systems, rather than his ability to perform lightning-fast calculations, that make him such a formidable challenge for the humans when they try to disconnect him.

Through his pre-launch programming, HAL has been also been entrusted with knowledge of the true purpose of the mission to Jupiter (which the human crew thinks is merely to explore the Jupiter system, but is actually to follow the "burglar alarm" signal from the monolith on the moon).
HAL is already coming close to lying here, since his withholding the true purpose of the mission could be considered distorting information.
Not only was HAL programmed to emulate human emotions, but the astronauts were no doubt selected for their ability to carry out months of tedious duty with machine-like reliability; they were chosen for this mission because they were especially boring people.
