The Tejas light combat aircraft design and development program is being led by the Aeronautical Development Agency (ADA) of the Indian Department of Defence with Hindustan Aeronautics Limited (HAL) as the prime industrial contractor.
Tejas, the smallest lightweight, multirole, single-engine tactical fighter aircraft in the world, is being developed as a single-seat fighter aircraft for the Indian Air Force and also as a two-seat training aircraft.
The design of a carrier-borne Tejas in single-seat and two-seat versions with a modified nose, strengthened landing gear and an arrestor hook was granted approval in 1999.

Even if the Tejas is not inducted into the IAF it will be an achievement that the nation could be proud of.
Secondly, you suggest that Tejas was designed and developed to face the threats of 80's and 90's and may not be suitable for 2005.
The TEJAS would thus complement the much larger Su-30MK1, with the two types coming to represent the bulk of the IAF combat line until the new fifth generation combat aircraft (currently designated PAKFA) to be developed in cooperation between Russia and India will enter service.

The Tejas demonstrators and prototypes continue to be powered by a General Electric F404 engine, similar to the one used in the US F/A-18 and the Swedish Gripen.
In the export arena, the Tejas will have to compete with established rivals such as the Gripen and both new and used F-16s, which exist in the thousands and will continue be available for export when the F-35 begins replacing them in the US and Europe.
There is no doubt that the Tejas is superior to the aircraft it is intended to replace; however, the air force generals are not just waiting around until the Tejas comes into full production.

This is a near-production design bulid of the Tejas, and as a testbed incorporates a significant number of avionics, materials and structural redesigns over the previous PV-1, and tech demonstrators TD-1 and -2.
The Tejas is supposedly handles better and will be more manoverable than the Gripen and Rafale (the latter which IAF pilots have extensive experience flying on and with, as it was an initial MRCA contender), according to those same pilots.
TEJAS is not supposed to be a deep penetrator, but a light attack fighter thus its mission is battlefield interdiction (not CAS).

Since I am from India, I am a patriot, and hearing about the HAL Tejas, I was wondering how it "scales up" to some of the newer planes in the world.
Personally, I think it should be able to beat the F-35 JSAF in Air 2 Air combat because of it's small size and maneuverability.
I really can't compare HAL Tejas to an F-35 JSAF until I fly for myself.

Yesterday, the Production Variant (PV)-2 of the Hindustan Aeronautics Ltd. Tejas (meaning 'Radiance', and pronounced 'Tay-jazs', pronouncing the 'j' as a 'j' and not 'h' ;)), a huuge milestone in the LCA program.
To add one thing to EF's comments, who put it a lot less wordy than I could have, the Tejas plays a specific role in IAF formations.
As you know Gripen is based around having the AMRAAM/Sidewinder combo for air-to-air and can carry a whole bunch of other weaponry for air-to-ground missions, but development ensures that it will also be able to carry the latest European weaponry developed, like Meteor/IRIS-T and so forth.
