The aircraft flies at high altitudes to reduce the chances of detection or being shot down, and the soldiers either deploy their steerable 'chutes at low altitude if they jumped nearly over the objective or high altitude if they have to steer toward a distant objective.
A HAHO jumper can travel several ground miles with his specialized, steerable 'chute as he descends, depending on his initial altitude.

As a HALO jumper and jumpmaster for the last 13 years I strongly disagree with you.
If it was unimportant it wouldn't be required for those on flight or HALO status in the military or of certain civillian pilots by the FAA.

By this I mean deployment techniques that include HALO, HAHO and Microlight insertion, Mountaineering and the use of SCUBA apparatus.
Not only do these units perform on a more local level and at shorter distances behind enemy lines but they have less need for special insertion techniques and what skills they do have will depend upon the unit that they are supporting.

There is great photo of a team having just returned from the mission cradling their UZIs and drinking canned Budweiser in John Plaster's book SOG A PHOTO HISTORY OF THE SECRET WARS.
The HALO into Laos stuff sounds pretty "high speed, low drag." Those guys probably have interesting tales to tell around the camp fire!

During the early 1970's an operational HALO jump was made by an SAS patrol at some spot in Oman named the "Musandaman peninsula" or something like that.
When I had a slight taste of civilian parachuting in my late teens, I think oxygene jumps was part of the progression chain (at the advanced end of it obviously, and you had to have a good amount of verified "correct" jumps before being allowed on courses for oxy-jumps though if I remember correctly).
In HALO jumping with CE before you land you lower the ruck to your feet and hold onto the ruck’s shoulder straps with the tops of your feet.
