 | | What the Government’s doing is expanding the number of HECS places in the system and having expanded the number of HECS places in the system, then say, to Australian citizens, to Australian students, well if you want to we will also offer these additional fee paying places as well. |
 | | That there is evidence now, that increased HECS is a discouragement to older students and students from a lower socio economic background. |
 | | And in terms of merit, in case you don’t know, there are thousands of Australian students who get a HECS place, who have their tertiary entrance score elevated by virtue of where they live, by virtue of their difficult circumstances. |
