What the Government’s doing is expanding the number of HECS places in the system and having expanded the number of HECS places in the system, then say, to Australian citizens, to Australian students, well if you want to we will also offer these additional fee paying places as well.
That there is evidence now, that increased HECS is a discouragement to older students and students from a lower socio economic background.
And in terms of merit, in case you don’t know, there are thousands of Australian students who get a HECS place, who have their tertiary entrance score elevated by virtue of where they live, by virtue of their difficult circumstances.

It is in the long-term interest of the University of Wollongong to maintain the reputation of the University as a centre of educational excellence by guaranteeing the accessibility of higher education, for all members of society.
We submit that it would be opportunistic to implement a 25% HECS increase simply because it is the maximum increase allowable under the Nelson reforms.

The Department of Education’s higher education funding branch assistant secretary, Mr Bill Mutton, told the Senate’s education estimates committee that the increase in HECS debts caused by indexation to CPI in 2000-01 would be 5.4 per cent.
The 5.4 per cent increase is understood to be three times the level of the annual inflation charge on HECS debts in previous years.
For someone with a $20,000 debt from a four-year agricultural science degree, the 5.4 per cent rise would mean an extra $1,080 in debt after the indexation is applied, or more than $20.77 a week over one year.
