High frequency (HF) radio frequencies are between 3 and 30 MHz.
Since the ionosphere often reflects HF radio waves quite well (a phenomenon known as Skywave), this range is extensively used for medium and long range terrestrial radio communication.
This is due to the frequencies on which BPL operates (typically corresponding with the HF band) and the tendency for the BPL "signal" to leak from power lines.

The F layers are responsible for most skywave propagation of radio waves, and are thickest and most reflective of radio on the side of the Earth facing the sun.
When a radio wave reaches the ionosphere, the electric field in the wave forces the electrons in the ionosphere into oscillation at the same frequency as the radio wave.
The cutoff frequency is the frequency below which a radio wave fails to penetrate a layer of the ionosphere at the incidence angle required for transmission between two specified points by reflection from the layer.
