  AusStats : Feature Article - Measuring Price change in the Australian Economy
Movements in the chain price index for HFCE are generally close to movements in the CPI due to the fact that much of the CPI is used in the construction of the HFCE chain price index.
HFCE is broader in scope and relates to expenditure by all Australian resident households in Australia and overseas and private non-profit institutions serving households whereas the CPI relates to expenditures by Australian resident households in the eight capital cities of the states and territories
The HFCE chain price index is reweighted every year whereas the CPI is reweighted at approximately five yearly intervals with timing generally linked to the availability of detailed household expenditure survey data.

Data on nominal HFCE show strong gains over the past four years in expenditure on communications (49.2 per cent); health (40.5 per cent); alcoholic beverages and tobacco (38.3 per cent); education services (29.6 per cent); and recreation and culture (20.7 per cent).
The increase in HFCE in 2001-02 was supported by a continuation of the employment growth that had been evident since January 1999 and a return to population growth from the beginning of 2001.

In 1999-00, real HFCE increased by 3.6 per cent in Tasmania, the largest rise since at least 1986-87, although this was below the increase of 4.5 per cent for Australia as a whole.
Data on nominal HFCE show strong gains over the past three years in expenditure on communications (21.6 per cent); hotels, cafés and restaurants (20.2 per cent); miscellaneous goods and services (18.8 per cent); recreation and culture (18.1 per cent); education services (17.6 per cent); and alcoholic beverages and tobacco (16.6 per cent).
The increase in HFCE in 1999-00 was supported by solid employment growth, although this was countered to some extent by a further decline in the State's population (albeit at a slower rate) and only modest growth in earnings.

It was also noted that users often compare the movement in CPIs with movements in the implied deflator of HFCE, and question the differences — the US Bureau of Labor Statistics periodically publishes explanations of the differences.
Turning to the CPI reweighting exercise, it was agreed that the manual should establish a standard terminology for the different types of base or reference periods encountered in the price index world.
