Chinese citizens with the right of abode (ROA) in the HKSAR, who hold Hong Kong permanent resident identity cards, whether or not they are holders of the British National (Overseas) or Hong Kong Hong Kong Certificate of Identity or other travel documents, are eligible to apply for the Hong Kong Special Administrative Region (HKSAR) passport.
Hong Kong SAR passport holders are able to visit 136 countries and territories without visa which exceeds the visa-free access of USA and Finland passport.
Most passports contain a note from the issuing state that is addressed to the authorities of all other states, identifying the bearer as a citizen of that state and requesting that he or she be allowed to pass and be treated according to international norms.

The judge held that the appellant, having acquired German nationality on account of his birth in Germany and continuous residence there, no longer had Chinese nationality and was not entitled to be issued a HKSAR passport.
The appellant was a Chinese citizen within the meaning of the Hong Kong Special Administrative Passports Ordinance (Cap 539) and was entitled to be issued with a passport of the HKSAR.

Only if the parent/s has/have a HKSAR passport, that is! You can be a permanent resident after 7 years of stay but still have an Indian/US/NZ/Euro/Oz [etc.] passport.
One of the requirments is that you will have to surrender your current nationality and passport before you can be offered a HKSAR Passport.
As soon as you have the baby's passport you then need to start the process with HK Immigration for it to be given a Dependent Visa giving it the right to stay here.
