 | | Hence, in view of the special circumstances that Chinese nationals among Hong Kong residents hold foreign passports, 'depegging' the nature of a passport as the proof of nationality from the function of a passport as a document that facilitates travelling and residency, after all, is a flexible and pragmatic policy. |
