I believe this to be HMCS Huron (DDH 281), an Iroquois-class destroyer of the Canadian Navy.
Huron was laid up in reserve in Esquimault in November 2000 and officially decommissioned in 2005.
Her future fate is uncertain but she will possibly be sunk as an artificial reef.

Due to manpower shortages, HMCS HURON has been laid up on the West Coast, with minimal crew on board.
She did not receive the new communications systems fitted to the other three ships of the class, and several systems have been removed from her while she is laid up.
HURON is scheduled to be paid off on March 31, 2005.

She was on display until 2002 when the ship was acquired by Parks Canada who undertook repairs to the hull and superstructure costing $5 million.
On August 30, 2003, the 60th anniversary of her commissioning into the Royal Canadian Navy, she was moved to the city of Hamilton, Ontario where HMCS Haida has become a focal point of a revitalized waterfront.
Her commanding officer LCdr John Stubbs was killed in action after declining rescue by HMCS Haida to swim back for more crew members.

 Iroquois Class Destroyers
Four Iroquois Class Destroyers are currently in operation in the Canadian Navy.
Commissioned between July 1972 and November 1973, the ships of the Iroquois class underwent extensive refits which began in 1987 with HMCS Algonquin (DDH 283) and finished in 1995 with HMCS Huron (DDH 281).
HMCS Iroquois (DDH 280) and HMCS Athabaskan (DDH 282) are based in Halifax, Nova Scotia, while HMCS Huron (DDH 281) and HMCS Algonquin (DDH 283) are based in Esquimalt, British Columbia.
