Annan, whose last visit to Iraq was in 1991 after the end of the Persian Gulf War, said he was "back in Baghdad on a very important mission.
Annan was scheduled to hold talks with Aziz and Iraqi Foreign Minister Mohammed Saeed al-Sahhaf on Saturday and was expected to confer with Iraqi President Saddam Hussein, but no meeting time has been set.
While Annan has said he would not deliver an ultimatum to Iraq, U.N. spokesman Ahmad Fawzi told reporters in Baghdad that the secretary-general is not coming to negotiate.

Annan pointed out that the total current troop offers might exceed UNAMSIL's maximum authorised strength of 11,100, and he urged the Council to revise the force's mandate to allow for the increases.
